The missions of the Workforce Development Institute, Community Colleges and Welfare Reform all focus on the preparation of individuals for work, increasing worker skills, increasing independence and enhancing the economic development of our communities. Each brings a unique network of resources and expertise to the task, yet there remains a significant number of people with handicapping conditions that have not been successful in moving from welfare to work.

Physical and mental health impairments have been found in 44% of national TANF recipients. The WDI Community College Program targets this population, within New York State by enhancing available assessment resources and assisting the collaboration of service providers and community colleges. Through individualized service provision and goal setting, the program brings about job placements to the individuals who are among the most in need.
